Is there a bug with sound effect volume or am I missing something?

It seems that if I try to lower the sound effect volume either in the scene settings or individually in each rule, there is no change to sound effect levels. I have no rules that affect sound effect volume once the game starts. I thought maybe it was just that it would only work in preview or something on my device, but that doesn't seem to have an effect on it.

    You know they are decimals right 0-1 so .5 is half?

    haha, yes I know that. I'm just not hearing any difference between 1 and 0.2. It alls sounds like it's the same volume.
