Are we allowed to use the GameSalad templates and edit them with our own actors, backgrounds, sounds, etc and sell on App Store at a price or does it have to be free?
You are indeed allowed to use the gamesalad templates available from the editor, and while not full games these can make very useful elements to build a game upon. The very process of building them to a game will teach you a great deal and as you learn you will find that customisation will become easier and easier. If you know before you start what you are aiming for it really does help, so a creative session on paper will set you up with questions and goals to achieve.Perhaps sit down and workout the game you might like to make (in a loose way), and then watch through as many of the cookbook videos as you can and much will become obvious as to what can be done and how you might set about it.
So good luck and enjoy... There is a lot to learn.,but I find it very interesting.

p.s. there are nearly full templates in the marketplace but some knowledge of GS is best had before using them.
