Anyway know how to do a Night vision goggles effect ?

I have a normal picture of a parking lot that im using as my background. I also made a night vision goggle image (it's just a circle) I want to move the goggle around the picture and whatever inside the circle of the goggle will be green and whatever outside of the circle will be the normal background. Anyway know how to do this type of code?

I already have two background picture, one backgound is all green for the night vision part and I have the normal background
picture as well.

    Im not sure if this is the same way as LeonardDeveloper..
    But this is how i would do it.

    Mine works the same way as the platformer template you can open when you start GS, expect you drag it around and it is night vision green.

    This is just a black screen with a translucent piece in the middle that you can drag around, He wanted something that the rest of the screen was normal but the circle was night vision, Like what I have done in the template I supplied

    You'll have to do some trickery with blending modes.
