Reorder scenes

I want to place two scenes in the beginning of my project but I can't drag and drop them. There also isn't a screen like the mac version that just shows the scenes, making it easier to move them. Also, I can't seem to find the right key combination to do it as well. Is it not available in the current version?
Edit: Sorry, I guess I was clicking on the wrong thing. I needed to click on the image of the scene, but not anything else. Found this out after frustrated clicking.
