  Take your iPad .gameproj and make a duplicate. It will be named iPad copy
  
  Open up the duplicate(iPad copy) in gamesalad and set your device to what you want it for which would be legacy iPhone and save it
  
  Show your package contents on the original iPad file and copy the scenes folder
  
  Show package contents of the duplicate (iPad copy) and replace the scene folder with the one you copied above.
  
  Open (ipad copy) and test it should be good to go.
  Or you can give universal binary a spin.

  I'm pretty sure this free tool http://www.deepblueapps.com/gs-quick-resizer/ does basically all of that much faster. you can also work out your own methods by playing with resizing the camera settings yourself. which I believe is basically what both the method above and the free tool essentially do.

  @tenrdrmer I've used the tool to, but for some reason with the tool not everything changed size. I'm not sure why that was.
