It's the future date when you want your game to go live for sale. For example if you had a game you wanted to not be for sale until December 1 you would enter that date here. Then after the game is approved it won't go live until December 1.
If you want it available immediately upon approval just make it the date you submit the game. When it's a past date the game goes immediately onto the App Store when approved.
