I'm not sure I understand either, it almost sounds like you might be asking how to scroll the camera and keep actors stationary on screen. If so I have a tutorial for that.

"Mouse" just means any click or tap. If you use "If Touch is Pressed" it only triggers when you tap on the actor itself. "If Mouse is Down" trig
