The answer is that it depends. Whether you use a table or not, you're still using the Spawn Actor behavior. Tables can make your code very efficient but they aren't required.

You will need to either get the developer accounts or find someone who has one that may do a profit share or submit for you. It would be cheaper to buy the developer account in the long run.

I can see that you are changing the NME values just once, and the Radar actor is moving, therefor the red Main actor will be taking its measurement from where the Radar actor was when the NME X and Y

You could try and save the frames as optimised images and put them in as an animation and try and sync the sound to it using timers. That way you would be able to have a video In your game.
