Here is a demo I just made.
It uses animated tiles as a texture to simulate snow or rain.
Very lightweight on the game. Adjust the actor rotation for different angles and the animation frame rate for speed of fall.

The textures are 128x128 and adjust at 16 pixels down in each animation frame giving 8 texture cells in each animation.
To build the textures (in Photoshop)...make a graphic 128wide x 256 tall. Then make the top half and the bottom half of the graphic identical. Then before export...change the image size to 128x128 with the reduction to the bottom center. Then adjust the texture art by 16 pixels downward for each frame export.
Use the actor to adjust angle and speed.

Oh, I went to my dads house (for one day). There wasnt a point in bringing it over, even though I should've. I'm going back tomorrow though so I'll have it then!

I tried copy-paste, and holding option-dragging, but when I preview it, it's always a white screen....
