Changing position in layer

Is there anyway to change an actors position in its layer by using a rule? I don't want to go up to the layer above, just to the top of its current layer.

    Anybody know of a quick way to do this?

    I have got around the problem by constraining another actor in the layer above, but the more characters I have the more constraints I'll need, don't really want too many!
