I think that this is the best solution. The only reason to do any different would be if the arm was in the middle of the screen and the transparent part interfered with the game play. If this is the case, here are two demos that can help:

What you need is something like the pinball template - do a search for it, some kind soul from Gendai put it up.
It'll show you the basics of rotating an actor, and also of making your actor twice as big so that the axe will rotate from the 'middle'.
It's the principle behind getting the flippers to work in the pinball demo.
So yeah, check that out for inspiration
