Is it possible to add a border to an image?

In the game I'm building, I have lots of different actors that are tiled to save space. Is there a way to give the actors a black border somehow?

    Put a black (or whatever color) actor behind it that is (insert number) pixels larger on each side. Can't do it within the same actor though.

    Bugger, that's what I was afraid of (and have already been doing). Won't that hinder performance?
