On the PlayStation Network, I noticed that only paid games give achievements. Plus, I'm not seeing any restrictions. For example, the cheaper games on the PlayStation network tend to give less trophies than the more expensive ones on blu-ray disks. So, I don't see what's stopping me from creating the "Easy Achievements" app. Press a button and get an achievement.
If this is accurate, I think the system is very broken.
Oh, and it seems that you can only have 500 friends on Game Center.

I assume they would look at the achievement system as well.
What if I finally make Spoko? What if I design it for young children? Can I give them an award for learning to walk the dog? "Congratulations, you learned how to move to the right!"
If there is no standard, what's to stop developers from catering to the lowest common denominator - those that want easy achievements, so they can look cool to their friends? Game pricing quickly fell to the bottom. It's very hard to charge more than 99¢ for a game. It's not hard to imagine that easy achievements would be added to make the game more appealing than another. If there are no rules, what's to stop chaos?
