Turning on/off sound FX

Those of you who have an Options screen in your game with on/off buttons for sound effects - do you use a constrain or just change attributes? Can't seem to get mine working properly...

*Edit - Regarding disabling sound FX in the game, I can't seem to get this working:

If game.soundsPlaying =1
Play Sound...

but how do I declare if a sound isn't playing? I tried a change attribute sounds.Playing = 0 outside the above rule but that doesn't work.
