More spawning & destroying or more rules?

So, I haven't bought my GS or Apple license yet although I have been using GS for a while now. [I'd rather wait for a more stable version that can handle the game/s that I have made so far].
However, I have come to accept that this may not be for a while, although I hope the next update will bring this it may not, so I have set myself a deadline of halloween for the release of my first app.
THE QUESTION:
As I can't test for myself I was wondering if, in terms of fps and RAM usage (that stuff), it is better to have say 10-15 actor instances (of the same actor) with a large amount rules (say 40-50) or have a lot of spawning and destroying of actor instances (10 - 15 different types of actor) with minimal rules inside.
