Making an actor float in "Water"

I have two actors: ball and water. They don't physically collide with each other. I have a rule for when a ball touches water, have it accelerate upwards. This makes it go to the top, but it keeps sinking and going back up. Anyone have suggestions? I know Utopiangames did this in one of the Bumps levels. Thanks!
