Scrolling Images

Ok I'm pretty new and am just learning how to use gs. Ok so when I'm using the follow me thing(idk what to call it) does only the background scroll? Because I need it all to scroll. Any ways to do this? Also how do you set an image as the background? And finally, can you make this scroll vertically? Thanks a lot!

Ok so now after I finish following those steps I can't make any sprites exept for the background scroll. Any help?
