Getting the certificate

So...I'm ready to try and publish my game but the guide on the wiki seems rather outdated in it's steps. The apple website seems to have changed quite a bit. I'm having difficulty locating the "Request Certificate" button...wherever that may be. I know people are in a bit of tizzy right now...but could someone please help me with this whole process? It would be greatly appreciated. :-) Thank you in advance.
