Can't generate Development Certificate

The Getting Started page instruction says "Return to the [Apple] Development Portal and choose Certificates from the left side bar.", but i didn't find this option in there. Maybe the Development Portal has changed… or I'm making something wrong.
Can someone help me? I'm new in GameSalad and Apple Development.
