hotspot an touch area?

Hello, this is my 1st project. I have an actor that is a horizontal plank. I need to make it so that if you touch the plank right of center it moves left and if you touch it left of center it moves right.. How can i designate these 2 actions on 1 actor image?

    Thanks so much tshirtbooth, but could you possible dumb that down for me as far as how to implement it? Can these conditions be set up as a rule?
