Zoom to place actor

Still having a hard time with an issue. I touch to move an actor and have it so it zooms in to the actors location. I want it to zoom back out once teh actor is released but for some reason it doesn't sense the release at the new actors position .. sometimes if I don't move the actor much I can get it to work. I changed the touch is released rule to a timer just to see what would happen but that too is fragile.

Darrens game 'Bumps' has the effect in it so I'm guessing it is achievable in GS. Anyone able to give me some tips?
