Control rotation

I have a little submarine that moves from left to right, side scroller. i have an up/down button that changes the rotation by +/- .5. I have one rule in place that keeps it from going to far up, it won't allow it to go further then 30 degrees. That works. But my other rule, when pressing the down button, i don't want it to rotate any further then 318 degrees but no matter what i cannot get that rule to work! any help?????
