What is the most effective way to give Promo Codes

I gave about 40 promo codes (some here and some in toucharcade), most were used but got only one review out of it.

Seems a bit useless, is there another way or site to distribute those and get a better hit rate?

    Iv heard of Promo code dispenser which was created by one of the users of the forums. You submit codes and people then review and if don't review can't access more promo codes so promotes people to review.
