Moving backdrop not character

The basic principal i want to achieve is that as i press the controls in directions the man in the center of the screen is animated in moving his legs however he never moves from the center of the screen.
instead the background (in this case the world around him) moves instead.
an example of this is how the character is animated/controlled in the old PokeMon game-boy games.
is there a tutorial for this?
thank you

You'll get this effect if you put the attribute Control Camera onto your main character. Then you can make him move, but his position on the screen will stay at the center.

so from this point do i then make the whole earth background, and then add items such as walls on a higher level and make them collide?

    I would assume so.

I have given this attribute to my main character and yet still when i control it the character moves around on screen instead of the floor moving under him.....

I think what you will need to do is shrink the camera handles down all the way to the center. When looking on the preview side(the right side of game salad where your game can be viewed) there is an icon up in the top left of that area that looks like a camera. Click on that and take the little handles in the yellow area and drag them all to the center. This controls the boundaries of the camera so if your player touches the boundary the camera follows. So if they are all in the center, it should follow your actor the way you want.

Exactly what i though, i have set it up exactly that way but it does not seem to be reacting.
Do i have to create a new rule to put the control camera behavior into? if so what selections do i make for the rule?
