Forum Rules/Guidelines & MarketPlace

Ok I know this has been mentioned in other post but the post get so obscured and off topic, I really think its time for some general rules/guidelines with the sous-chefs enforcing most of those.
For example it was mentioned in another thread how crappy it is to have someone asking for help and then someone comes along and offers to sell them a template instead of help.
I started a thread yesterday about the 14 year old who's corona app is at number 1 for free apps. now this morning there is a post from a GS user offering to sell his services to help teach corona. While yes the discussion went in the direction of how easy or difficult corona was to use, but come on, to turn it into another sales pitch? Thats where be need some basic rules and moderators who will step in and address it.
Everyday we get "Please Help" ,"help me pls" and even the occasional "Tshirtbooth!!!! HELP!!!!!!" titles to post.
I'm guilty of one of those months ago even, but I was NOOB and some one stepped in and said hey don't do that. Theres a reason and its a good reason. Thats something that should be in the rules then when someone does that a mod can step in and say hey obviously you haven't read the forum rules/guidelines so please go read through that before making more posts
Another one is Posting In the wrong topics. I know its hard to decide sometimes where to put your post but a little effort from the user would be nice to get the stuff in the right topics. so some better descriptions of what should go where etc. would be.
I dont think something like this is absurd since every forum I have ever used except this one has a sticky dedicated to Rules/guidelines and most even say stuff like breaking these will get you banned. Im not sure if they would ban for a first offense but at least it there in writing and when someone goes against it the community as whole can say "hey you need to look at the rules we're glad to help but please don't bump your topic 6 times in 1 hour" stuff Like that
My last part of this rant involves a Marketplace with the emergence on multiple "marketplaces" over the last week I think GS needs to implement a marketplace. This would go hand in hand with forum rules cause there should be a for sale section and posting promoting the sale of your template on topic of someone asking for help should be against the rules. I also think the marketplace should be limited to selling actual game templates, not demos on basic tasks. Exceptions should probably be made for demos that implement a fairly difficult feature such as TSB's cover flow template but for the most part I think the demos for a specific function should not be allowed. I've seen the forum become a marketplace over the last week and while some of the stuff is very welcome because it is very high quality. if we don't get this under control quick we are going to see people capitalizing on the template movement and starting the shovelware template store right here on our forum. And we are going to see many New users ripped off with some crappy "template" that is really just a copy of codemonkey's joystick demo.
Well I'm done with my rant I guess. Hope some of you agree me somewhat.

Thanks for this very insightful and well thought out post. I am actually in the process of writing up an official Rules/Guidelines for this forum and will have it up sometime this evening tomorrow.
