having trouble with first part of shoot em up game

I followed the shoot em up game tutorial and after watching the first clip my "actor" moves up when i hit the up arrow key and stops when i let go but when i hit the down arrow key it just keeps going down and fails to stop until i hit the up arrow key again?

i am new to this but it seems as though the change attributes are not working?

i removed them and then it just keeps going up when i hit up and just keeps going down when i hit down.

any thoughts?
