Did apple stopped iAds?

This looks very strange for me. My first game with iAds is available (Save Cubes), but on the iAd messages pages at itunesconnect.apple.com there is a message for me saying:
iAds are slated to begin running on July 1. While we are logging and reporting your ad requests prior to July 1, you will not see any served ads until after July 1. Your actual volume of served ads will vary, based on factors that include your exclusions, available advertising inventory, advertiser targeting and user interaction with ads in your application.
We look forward to working with you as part of the iAd Network.
What this means?

First they only allowed big companies with over $1 million, a few months later they allowed developers in, with $5-10.000, if you contacted them and they approved your AD.
Now THEY are coming after us, because we had a call from Apple, if we are interested to advertise our game Alpine Crawler in iAds.
EDIT:
I looked at my iAds page, altough I pulled my iAd game, because it didn't work anyway.
I have no such message. Everything looks fine.
It seems, I would be served, if the app would be in the appstore.
I actually like how I can look and see when I ad requests where made cause then I know my game was played by people every hour of the day for the last two days.
