question / problem regarding signing up for apple?

i registered for apple i put in all my information they sent me a confirmation email but i didnt pay yet? so i saw the screen where it told me to login but once i login it says theres nothing in my cart? do i have to wait 12 to 24 hours before i pay the 99 dollars per year? plz help thanks
