Multiple levels on puzzle game

Hi there, I searched but didn't find anything. Sorry if this has been answered before.

I'm making a puzzle game that will have 9 basic backgrounds with 12 variations per background. Items will move within the variations, but the background will remain the same.

Think it's best to do 9 scenes and make the variations within the scene, or best to do 112 scenes? If you recommend only 9 scenes, how would you go about the variations?
