No access apple developing thing. HELP?

I tryed to publish somthing and clicked get provisioning profile and on the it said no access. i got a apple acount i got a apple developer acount so now wat do i need??!?!?

    Make sure its a distribuation profile. and click "advanced options" and click "require arm7" and put your apple id in it.

    Where Is advanced options?.
    I cant get into to iphone provisioning portal
