Does Camera Rotation always affect non-scrolling layers?

The Control Camera action doesn't affect layers that don't scroll, but evidently the Camera Rotation does. Why is that, and does it always have to? When I rotate the camera, all my HUD stuff, like lifebar, etc., also rotate. I want them to stay in place while the stuff on the scrolling layer rotates.

    That's a great idea for a specific solution to the problem, tshirtbooth!

    For now I dropped rotating the camera from this particular game, because it's not necessary. However, I would like to understand the camera rotation a little better for future games, and will re-visit the issue.

    In my game I have a rotated camera, I have rotated the camera to 362° and the HUD To 8°. It works fine. All you have to do is work out how many degrees from 0 the rotation value is, and the answer is the value you put in the rotation for your HUD.
