I'm far from an expert on this issue. However, the first thing that comes to mind is, that's up to you. I'm not sure of GS' limitations with respect to the number of moving actors, but if you want 1000 moving parts in your game, then go for it, it's your game.
With that being said, if you have TOO MANY then the player could get confused. But if your intention is to confuse them then it's a good idea.
I guess I'm not totally understanding the question...are you asking what would make for a good game? or what can be done within GS?
I'd suggest trying both. Prototype LOTS of actors, and then prototype a FEW actors. Have friends play the game (or post it for the community to try out) and see what people think.
