In the business, that effect is affectionately called "drugged kitty want icecream rainbow burst of love" But most people call it a yellow and red paint brush blob over zoom stripes.

The background is commonly referred to as a "burst" and "burst effect" or sometimes "sun burst effect"

Edit - And it usually has the word vector in there somewhere as well.
