A new Rule condition

Hey, an idea:

A new rule condition (like when actor collides or overlaps with etc.)
Pretty much "if this is spawned (exists), do something"
E.G. when <Actor> receives event <otheractor> is spawned (Change attribute size to 50)

It would be very helpful as it applies to the instance of a an actor and not each time one is spawned.
