Check out that video... How can I make an animated background like in the video with those twirling lights? With what program do you guys do that?

Simple. Make a transparent image in photoshop. Make a new layer with white stripes, set blending of the layer to 50% (or less) and save it as a png24 image (save for web).

Add it to GS and rotate.

Place everiting above.

Thats all.
