Help with Layers

Hello everybody, How do I control the layers where every new spawned character is in the front of every other character? Thank You.

If you look at the "Spawn Actor" behavior, in the top right portion there is a pull down arrow that has the following;

1. in front of actor
2. in back of actor
3. front of layer
4. back of layer
