Need artist - no animation required

I'm interested in having someone create graphics for a game/idea I have in the works. I would need at least 1 top-down race car sprite and about 25 tracks. The artwork would be VERY similar to the "Skid Racer!" app. Could you give me a quote? Even just a general area of what your services would cost? I know I'm not very specific, but I'm currently in just the "idea" stage of development.
