ios provisioning portal 99 dollar subscription

sup guys...i dont have a paid apple dev id...im going to make one in a few days so i saw this tshirtbooth vdo about running gs viewer and he showed this provisioning portal option...so do i get this only after i sign up with the 99 dollar id or should i get it even without the subscription???

    You need a paid developer account to create provisioning profiles to installl the GS viewer

    I wish you didn't have to though! I would rather test my apps before purchasing the dev account but oh well, I purchased the dev account a few days ago just to test my apps lol
