Issue With Touching Actors

Hey guys,
So in the game I am currently working on I need to be able to touch one actor, without touching the actor below it. I have tried putting the two actors in separate layers, but that didn't do the trick. So my question is this. If you have two actors, one on top of the other, is it possible to ONLY touch the top actor and not the bottom actor, and if so HOW THE HECK DO YOU DO IT!!! I've been trying to figure this out for about 2 hours now, and I haven't had any luck yet. Any ideas would be appreciated. Thanks.
