How to make a Hollow Actor?

Hi
I was wondering the best way to add a hollow actor. For example, say I have a circular actor that has a section cut out of it so it looks like the letter C (or a square actor that looks like a letter U). As this shape rotates I would like to be able to try to slide a finger into the gap and hit say a target inside. Hitting the actual wall then that would lose a life. Any ideas most appreciated.

1. You're saying that the chainsaw would be the "gap in the C" that would move around the circle?
2. If one actor is on top of another do its touch rules have priority? In the example above would the gap be able to be touched even though the actor below would be set to lose a life?
3. Would that be the same for any target inside the circle?
