iOS 4.3 Is HERE!!!

Hey guys, just hooked put my iPhone and noticed that iOS 4.3 is now available! Does anyone know what the deal is about Personal Hotspot for iPhone 4? Do you have to sign up for something from AT&T? Can you only use this feature when you are in 3G territory (not EDGE)? Thanks.

For hotspot you need to pay extra to your carrier.
