illustrator / photoshop artboard size?

when drawing the backgrounds in illustrator / photoshop what size shall i make the artboard so when i export as a png its at the best quality / file size?

Depends on the platform.

IPhone: 480 x 320
Iphone4: 960 x 640
iPad: 1024 x 768 (I think)
Ipad2: not sure

What units are those dimensions ??

so for an iphone app i would always do 960 x 640 so it works on all iphones, is that correct

Pixels and yes if you plan to use high res on iphone 4 make all iphone images double the actual actor size

tendrmer when the images are double sized do you mean make the background actor for the iphone 4
960 x 640 pixels and then click 'enable reseloution idependance' so it can still be used on iphone 3g??
