1 Scene VS Multiple Scenes Question

Scenerio 1:
Placing all actors on scene one.
Scenerio 2:
Placing actors spread out among scenes.
Using scenerio 1 you can make the illusion that your actually going from page to page with actors leaving and coming and going. In scenerio 2 you can use multiple scenes to do the same thing.
Question: If I do scenerio 1. AM i not forcing the device to pull all the actors in scene 1 into memory. And scene 2 only pulls up what is needed for that individual scene. Making Multiple Scenes better on memory usage. Or Is my thinking Bass Ackwards?
