App store question

So ive noticed that some app in the app store have something that others do not. When you are viewing the info for an app, in the top right corner on the "purchase" button, some apps have a + sign on the button as well as the price.

What is the point of this? I used to think it meant there was IAP, but I figured out that was not it.

they are universal builds, they work on both iphone and ipad natively.
