Actor to First Flane

Anyone know the way to change the plain of an actor, if click the actor i need than that actor can not overlap by other actor.
How i can make that?

    create another scene layer and put the actor you want on top of the other actors in the first layer. Or change the order of the actors in their layer

    :S I need the main object is put on me to activate a drag and drop the object, which is why I can not make a new sceen.
