Pixelating Photos

I feel like I need to be more involved in the community... but I can't really help with the coding. So I thought I would make a tutorial for pixelating photos (to make them look retro) without having to down-size and then up-size. There are two ways included.

Hope someone find this useful.
Program is photoshop by the way.

you can do the same thing in pixelmator but it's faster
