After Clicking an actor, another Actor does something.

I'm new to Gamesalad, and I was wondering that how to:
(EX:
Click actor1 and it does it's little animation
then after 1 sec, you enable actor2's rules.)

Do you know how to do that? And if there is a video or pictures, I would most appreciate it. Thanks!
