Constraining 2 actors + camera on 2nd actor

Hi All I have an issue. I have constrained 1 actor to another. it works just fine till the camera starts to move around the background then the 2nd actor takes off and the constrain loses its position to the 1st actor.

Camera control is on the 1st actor

I have also added scene.camera.origin with offset to the 2nd actor it still is not working properly.

Any help or direction would be appreciated
