turn a wheel with you finger: rotate to follow touch, not swipe.

Hi

part 2 or my orbit request:

I've been experimenting with a game that involves a big wheel in the center of the screen that you can turn with your finger. I first used the vertical swipe technique to spin it but I want more precision. Ideally I would like it to behave like the old rotary dial telephones keeping track of the position of the mouse as it orbits around the wheel, rotating accordingly.
