Scrolling menu - button behav

I'm working in scrolling menu with buttons to scene change. But if you touch the button it have instanct action. I thinking some like Safari scrolling touch thing ( button just act when not scrolling). Any help? Thank you

if you are using something like the scrolling thing in TSB's cookbook video you could constrain a game attribute to the speed of the cam actor and then make your buttons only work when the velocity is near 0
